fa اولویت بندی عوامل مؤثر بر موانع مشارکت پایدار جوامع روستایی در طرح های آبخوان داری از دیدگاه بهره برداران در حوزه ی آبخیز بیشه زرد استان فارس Prioritizing Affecting Factors on Barriers Sustainable Non Participation of Rural Communities in Aquifer Management Projects from a beneficiary's Perspective in Bishezard Watershed of Fars Province مديريت حوزه های آبخيز مديريت حوزه های آبخيز پژوهشي Research <div style="text-align: justify;">منطقی ترین راهکار برای حفظ منابع طبیعی، مشارکت همه جانبه ی مردم است. این مسأله ضمن کاهش هزینه های اجرایی، ضامن موفقیت و اجرای مؤثرتر طرح ها خواهد بود. به این منظور، پژوهش حاضر اقدام به شناسایی و اولویت بندی شاخص ها و زیرشاخص های مؤثر بر موانع مشارکت پایدار جوامع روستایی در طرح های آبخوان داری از دیدگاه بهره برداران در حوزه ی آبخیز بیشه زرد استان فارس نموده است. جامعه ی آماری این پژوهش با استفاده از فرمول کوکران به تعداد 83 نفر از بهره برداران و ساکنان این حوضه بودند. برای گردآوری داده ها از پرسشنامه مشتمل بر چهار شاخص و دوازده زیرشاخص با طیف لیکرت استفاده شد. با استفاده از نرم افزار SPSS (نسخه ی 23) اهمیت شاخص ها و زیرشاخص ها توسط آزمون t مشخص شد و به منظور اولویت بندی شاخصها و زیرشاخص های مؤثر، از آزمون ناپارامتری فریدمن استفاده شد. نتایج نشان داد در اولویت بندی  شاخص ها از دیدگاه بهره برداران به ترتیب شاخصهای "آموزشی-ترویجی"، "طراحی-اجرایی"، "اجتماعی" و "اقتصادی" با میانگین رتبه های 9/75، 9/49، 6/98 و 5/93 به عنوان شاخص ای مؤثر، و در اولویت بندی زیرشاخصها به ترتیب "عدم توجه به نیروی محلی در اجرای طرح ها (اشتغالزایی)" و "دیربازده بودن طرحها" با میانگین رتبه  های 11/40 و 5/74 دارای بیشینه و کمینه ی اولویت در موانع مشارکت در طرح های آبخوان داری در این حوزه ی آبخیز تعیین شدند. این یافته نشان دهنده ی آن است که در صورتیکه وضعیت اشتغال در این حوزه ی آبخیز حل شود؛ مردم حاضرند نسبت به صرف زمان در به نتیجه رسیدن طرح ها اقدام کنند. پیشنهاد می شود مدیران عرصه های منابع طبیعی نسبت به برنامه ریزی و انجام فعالیتهای آموزشی-ترویجی کاربردی مرتبط با مباحث منابع طبیعی و آبخوان داری اقدام نمایند. </div> <div style="text-align: justify;">Engaging people to conserve natural resources is the most rational way. This by reducing the running costs will guarantee the success and implementation of the projects more effectively. For this purpose, the present study was conducted to identify and prioritize the effective indices and sub-indices on the lack of sustainable participation of rural communities in aquifer management projects from the beneficiary's viewpoint in Bishezard watershed of Fars province. In this research, 83 stakeholders and residents of the watershed was chosen as statistical population using Cochran formula. To collect data, a questionnaire consisting of four indices and twelve sub-indices with Likert scale was used. The significance of indices and sub-indices was determined by SPSS software (version 23) using t-test and the Friedman nonparametric test was used to prioritize the effective indices and sub-indices. The results showed that in the prioritization of indices from the beneficiary's point of view "educational-promotion", "design-executive", "social" and "economic" indices were ranked with an average of 9.75, 9.49, 6.98 and 5.93 as effective indicators, respectively and in sub-indices, "Lack of attention to local force in project implementation (employment)" and "Late-yielding projects" with an average of 11.40 and 5.74 had the highest and lowest priority in non-participation in aquifer management projects, respectively. This finding indicates that if employment is resolved in this watershed, people are willing to take the time accomplish projects.
