fa تهیه سند راهبردی مدیریت جامع حوزه آبخیز با استفاده از مدل SWOT و QSPM (مطالعه موردی: حوزه آبخیز میمه، استان ایلام) Preparing Strategic Plan for Integrated Watershed Management using SWOT and QSPM (Case study: Meymeh watershed, Ilam province) مديريت حوزه های آبخيز مديريت حوزه های آبخيز پژوهشي Research <div style="text-align: justify;">چکیده مبسوط مقدمه و هدف: فرآیند مدیریت استراتژیک شامل تعیین اهداف، شناسایی نقاط قوت و ضعف (عوامل درونی)، شناسایی فرصت‌ها و تهدید‌ها (عوامل بیرونی)، تعیین اهداف بلند مدت و تعیین استراتژی‌های گوناگون، محاسبه و ارزیابی عملکرد می باشد. هدف از پژوهش حاضر بررسی کارایی مدل SWOT در تهیه سند راهبردی مدیریت جامع حوزه آبخیز میمه در استان ایلام می باشد. مواد و روش ها: تحقیق حاضر در سه زیرحوزه از حوزه آبخیز میمه انجام شده است. این حوزه به عنوان حوزه آبخیز پایلوت استان ایلام همزمان با سایر نقاط کشور در طرح مدیریت جامع حوزه های آبخیز کشور ثبت شده است که با مساحت 20584 هکتار در استان ایلام و در شهرستان دهلران واقع شده است. برای جمع آوری اطلاعات و داده های مورد نیاز از بررسی های اسنادی، کتابخانه ای و مطالعات میدانی استفاده و با توجه به اطلاعات بدست آمده و چندین مصاحبه اکتشافی با متخصصین و کارشناسان مربوطه نقاط ضعف، قوت، فرصتها و تهدیدهای مربوط به حوزه مورد مطالعه مشخص گردید و در مجموع 22 نقطه قوت و فرصت به عنوان مزیت ها و 25 نقطه ضعف و تهدید به عنوان محدودیت های پیشروی حوزه آبخیز میمه شناسایی گردید و این 47 عامل برای تحلیل داده ها و تدوین استراتژی های بهینه و با استفاده از مدل SWOT، در معرض رأی و قضاوت 30 نفر، متشکل از متخصصین و خبرگان دانشگاهی، کارشناسان و مدیران مربوطه و مردم محلی قرار گرفت، سپس برای وزن‌دهی و امتیازگذاری عوامل، از روش تحلیل سلسله مراتبی AHP استفاده و در مرحله بعد امتیاز وزنی هر معیار محاسبه شد. در نهایت با استفاده از مدل SWOT به ارائه راهبردهای استراتژیک حوزه آبخیز میمه پرداخته و برای اولویت بندی استراتژی ها از ماتریس برنامه ریزی کمی QSPM استفاده شده است. یافته ها: نتایج نشان داد که در گروه نقاط قوت، گزینه "وجود رودخانه‌های پرآب و دائمی" با امتیاز وزنی 0/364 به عنوان مهمترین نقطه قوت و گزینه "نداشتن الگوی کاشت مناسب، نداشتن آمایش کشاورزی و منابع طبیعی در مقیاس‌های کاربردی" با امتیاز وزنی 0/312 به عنوان مهمترین نقطه ضعف حوزه شناسایی شدند. در گروه فرصت ها، گزینه "مشارکت دادن جامعه محلی در اجرای پروژه های منابع طبیعی" با امتیاز وزنی 0/351 به عنوان مهمترین فرصت و همچنین گزینه "پیامدهای منفی تغییر اقلیم با توجه به اثرپذیری قطعی منابع طبیعی استان" با امتیاز وزنی 0/507 به عنوان مهمترین تهدید حوزه آبخیز میمه مشخص شده است. نتیجه گیری: نتایج حاصل از تشکیل ماتریس های IFE و EFE و وزن استراتژی ها نشان داد که برنامه ریزی های آینده نگر منطقه بایستی فرصت های منطقه را در راستای توسعه قوت ها و غلبه بر ضعف ها، همواره مد نظر قرار گیرند.    </div> <div style="text-align: justify;">Extended Abstract Introduction and Objective: Strategic management process including setting objectives, Identifying strengths and weaknesses (internal factors), identifying opportunities and threats (external factors), setting long-term goals and determining various strategies, calculating and evaluating performance. The aim of current study is to evaluate the efficiency of SWOT model in preparing strategic plan for integrated watershed management in Meymeh watershed, Ilam. Materilal and Methods: The current research has been done in three subwatersheds of Meymeh watershed. This watershed has been selected as pilot watershed study of Ilam province in line with the National Megaproject on Integrated Watershed Management which has 20584 ha area and located in Dehloran county, Ilam province. Data collection was done in different kinds of library and field information and after discussion to scientists and experts, weakness, strength, opportunities and threat of the catchment are identified. In this research, 22 strength and opportunities as advantages and 25 weakness and threats as limitations in the studied watershed are specified. All of this characteristics are used for data analysis and preparing strategies using SWOT model. For this analysis, 30 questionnaire are filled by academic, non-academic and local experts, then for weighting and scoring of factors, AHP method is applied for factor classification. Finally, Using SWOT strategic plan for integrated watershed management is suggested and for strategies priorities, QSPM planning matrix has been used. Results: Results show that between different strengths, "permanent rivers" with 0.364 score as the most important strength and "no applied agriculture and natural resources planting pattern" with 0.312 score as the most important weakness of the catchment have been identified. Also, between opportunities, "involve the local communities in natural resource projects" with 0.351 score as the most important opportunity and "The negative consequences of climate change due to the definite impact of the province's natural resources" with 0.507 score as the most important threat of the studied catchment have been recognized.
