fa بررسی قابلیت‌های اکوتوریسم با استفاده از روش‌های تصمیم‌گیری SWOT و TOPSIS (مطالعه موردی: زیر‎حوزه ذبح ‎دره تالار سوادکوه) Examining the Capabilities of Ecotourism Using SWOT and TOPSIS Decision-Making Methods (Case Study: Zebh Darreh Sub-Basin, Talar of Savadkouh) ساير موضوعات وابسته به مديريت حوزه آبخيز ساير موضوعات وابسته به مديريت حوزه آبخيز پژوهشي Research <div style="text-align: justify;">چکیده مبسوط مقدمه و هدف: با افزایش جمعیت و فشارهای روانی حاصل از شلوغی شهرها، اکوتوریسم به &lrm;عنوان یکی از راه &lrm;های کاهش فشار حاصله بر مردم و شیوه جدید اشتغال&lrm;زایی مطرح است و عامل خروج روستاها از انزوای اجتماعی و نیز جمعیت&lrm;پذیرکردن آبخیز&lrm;نشینان است. گردشگری در حال حاضر به&lrm; عنوان یکی از مهم&lrm;ترین ارکان اقتصاد و بزرگ&lrm;ترین کسب و کار خدماتی در جهان، نقش و جایگاه منحصر به&lrm; فردی را در توسعه منطقه&lrm;ای دارد و به &lrm;عنوان یکی از موثرترین ابزارهای ارتقای قابلیت&lrm;های زیست&lrm;محیطی و توسعه پایدار تلقی می&lrm;شود. بسیاری از برنامه‌ریزان و سیاست‌گذاران توسعه، گردشگری را ستون اصلی توسعه پایدار می‌دانند که با برنامه‌ریزی خوب و اصولی و شناسایی فرصت‌ها و محدودیت‌ها، ممکن است نقش مهمی در تنوع اقتصادی کشور داشته &lrm;باشد. امروزه، بحث و نگرانی در مورد مخاطرات طبیعی و عوامل تهدید&lrm;کننده توسعه سیستم&lrm;های گردشگری مورد توجه جدی قرار گرفته &lrm;اند. در این تحقیق، با هدف بررسی قابلیت&lrm;های گردشگری زیرحوزه ذبح&lrm;دره از حوزه آبخیز تالار سوادکوه در استان مازندران، از تکنیک SWOT برای تدوین راهبردها و تعیین نقاط قوت، ضعف، فرصت&lrm;ها و تهدیدها و از روش TOPSIS برای اولویت&lrm;بندی راهبردهای انتخابی استفاده شده &lrm;است. مواد و روش &lrm;ها: داده&lrm;های تحقیق از طریق پرسش&lrm;نامه و با استفاده از تکنیک دلفی، از 30 نفر از کارشناسان و آبخیزنشینان زیر&lrm;حوزه ذبح&lrm;دره تالار در شهرستان سوادکوه جمع&lrm; آوری و تجزیه و تحلیل شدند. نتایج نشان دادند که در مجموع تعداد 15 عامل داخلی (قوت&lrm;ها و ضعف&lrm;ها) و تعداد 15 عامل خارجی (فرصت&lrm;ها و تهدیدات) مؤثر در وضعیت گردشگری این حوضه شناسایی شدند و مورد ارزیابی قرار گرفتند. همچنین، تعداد 12 راهبرد برای بهبود وضعیت گردشگری آن پیشنهاد داده &lrm;شدند. بر اساس ماتریس عوامل داخلی-خارجی در مدل SWOT، بهترین موقعیت راهبردی برای زیرحوزه ذبح&lrm;دره تالار، اتخاذ راهبرد تهاجمی معرفی شد. در این زیرحوزه، پتانسیل&lrm;های طبیعی و انسان&lrm;ساخت شامل آبراهه دائمی، جنگل&lrm;های انبوه خزری، بناهای تاریخی مربوط به معدن زغال &lrm;سنگ و تونل&lrm;های استخراجی، امام زاده سید&lrm;مهدی، جاده آفرود، پله&lrm;های بتنی برای پیاده &lrm;روی، تولیدات کشاورزی و دامی، محصولات جنگلی، آبشارهای متعدد و ... وجود دارند. یافته&lrm; ها: راهبردهای بهره&lrm;مندی از پتانسیل&lrm;ها و جاذبه&lrm;های طبیعی، تاریخی و غیره حوضه و فراهم&lrm; نمودن زمینه&lrm;های جذب سرمایه&lrm;گذاری برای استفاده از ظرفیت&lrm;های بالقوه موجود در آن، به&lrm; عنوان مهم&lrm;ترین راهبرد بهبود وضعیت گردشگری زیرحوزه ذبح&lrm;دره تالار معرفی شد. 15 عنصر داخلی و 15 عامل خارجی مؤثر بر گردشگری منطقه مورد مطالعه، شناسایی و ارزیابی شدند. علاوه&lrm; بر این، 12 استراتژی برای بهبود گردشگری ارائه&lrm; شدند. نتایج ماتریس ارزیابی عوامل داخلی توسعه صنعت گردشگری این منطقه از حوزه تالار نشان دادند که از نظر پاسخ &lrm;دهندگان، وجود جاذبه&lrm;های طبیعی زیبا همراه با چشم&lrm;انداز کم&lrm;نظیر: آبشار، جنگل، کوهستان، پوشش سبز متراکم و دسترسی به کوه مرتفع زینگالو به&lrm; عنوان مهم&lrm;ترین نقطه قوت صنعت گردشگری این زیر&lrm;حوزه معرفی شد. با توجه به نظر پاسخ &lrm;دهندگان، نداشتن زیرساخت گردشگری و ضعف مدیریتی در پروژه&lrm;های آن در منطقه سوادکوه به&lrm; عنوان مهم&lrm;ترین نقطه ضعف صنعت گردشگری آن معرفی شد. شهرستان سوادکوه به&lrm; لحاظ جاذبه&lrm;های گردشگری، پتانسیل&lrm;های طبیعی، تاریخی، فرهنگی و انسان&lrm;ساخت فراوانی دارد. شناسایی و اولویت&lrm;بندی برنامه&lrm;های راهبردی گردشگری، نقش مهمی در ایجاد اشتغال و توسعه اقتصادی خواهد داشت. نتایج ماتریس ارزیابی عوامل خارجی (EFE) نشان دادند که از نظر پاسخ &lrm;دهندگان، افزایش تمایل بخش خصوصی برای مشارکت در طرح&lrm;ها و برنامه&lrm;های مرتبط با گردشگری و مشوق&lrm;های مالی و وام&lrm;های بلند&lrm;مدت دولت برای سرمایه&lrm;گذاری بخش خصوصی به&lrm; عنوان مهم&lrm;ترین فرصت&lrm;های صنعت گردشگری زیرحوزه ذبح&lrm;دره تالار بودند. همچنین با توجه به نظر پاسخ &lrm;دهندگان، افزایش روز&lrm;افزون جمعیت بیکار با وجود پتانسیل گردشگری در منطقه به &lrm;عنوان مهم&lrm;ترین تهدید صنعت گردشگری منطقه معرفی شد. نتیجه&lrm; گیری: شهرستان سوادکوه به لحاظ جاذبه&lrm;های گردشگری، پتانسیل&lrm;های طبیعی، تاریخی، فرهنگی و انسان&lrm;ساخت فراوانی دارد. شناسایی و اولویت&lrm;بندی برنامه&lrm;های راهبردی گردشگری، نقش مهمی در ایجاد اشتغال و توسعه اقتصادی خواهد &lrm;داشت. همچنین، براساس نتایج به‌کارگیری رویکرد TOPSIS برای اولویت‌بندی نقاط قوت، ضعف، فرصت‌ها و تهدیدهای ذبح&lrm;دره، تصمیم گرفته شده&lrm; ذاست که «وجود جاذبه&lrm;های طبیعی زیبا همراه با چشم&lrm;انداز کم&lrm;نظیر: آبشار، جنگل، کوهستان، پوشش سبز متراکم و دسترسی به کوه مرتفع زینگالو» بالاترین اولویت را دارد و مهم&lrm;ترین نقطه قوت ذبح&lrm;دره است. در فهرست نقاط ضعف، نداشتن زیرساخت گردشگری و ضعف مدیریت در منطقه سوادکوه بیشتر دیده شده &lrm;است. فرآیند گردشگری، به &lrm;ویژه در مراحل آغازین، نیاز دارد تا به شدت از طرف مسئولان دولتی مورد حمایت قرار گیرد. بر این اساس، اعطای وام&lrm;های کم&lrm;بهره، معافیت&lrm;های مالیاتی، برگزاری کارگاه&lrm;های آموزشی برای کارآفرینان و ... می&lrm;تواند برای سرمایه&lrm;گذاران در عرصه گردشگری بسیار مفید و راهگشا باشد. لذا امید است که مسئولین ذیربط با تمرکز بر چشم&lrm;انداز و اهداف بخش گردشگری و آینده&lrm;نگری دقیق در اجرای این پروژه&lrm;ها به گسترش و ارتقای اقتصاد منطقه کمک کنند.  </div> Extended Abstract Background: With increasing population pressures and the psychological stress caused by dense urban environments, ecotourism has become an important approach for reducing mental pressure, creating employment, and helping rural and watershed communities emerge from social isolation. Today, tourism is considered one of the most important pillars of the global economy and the largest service industry in the world. It plays a unique role in regional development and is regarded as one of the most effective tools for enhancing environmental capabilities and achieving sustainable development. Many development planners and policymakers view tourism as a key component of sustainable development, which can contribute to economic diversification through proper planning and by identifying opportunities and limitations. In recent years, discussion about natural hazards and factors threatening tourism systems has gained serious attention. The present research aimed to investigate the tourism capabilities of the Zebh-Darreh sub-basin within the Talar watershed in Savadkouh, Mazandaran Province. The SWOT technique was used to determine strengths, weaknesses, opportunities, and threats, and the TOPSIS method was applied to prioritize the proposed strategies. Method: Data for this research were collected and analyzed using a questionnaire and the Delphi technique, with the participation of 30 experts and watershed dwellers of the Zebh-Darreh sub-basin in Savadkouh City. A total of 15 internal factors (strengths and weaknesses) and 15 external factors (opportunities and threats) influencing the tourism situation of this basin were identified and evaluated. In addition, 12 strategies were proposed to improve its tourism conditions. Based on the internal-external matrix of the SWOT model, the most appropriate strategic position for the Zebh-Darreh Talar sub-basin was identified as an aggressive strategy. This sub-basin possesses a variety of natural and man-made potentials, such as permanent waterways, thick Caspian forests, historical monuments related to coal mining and extraction tunnels, Imamzadeh Seyed Mahdi, off-road roads, concrete steps for walking, agricultural and forestry products, forest resources, and numerous waterfalls. These features highlight the region’s high capacity for tourism development. Results: The strategies emphasizing the use of natural and historical attractions and encouraging investment to utilize these potential capacities are the most important strategies for improving the tourism situation of the Zebh-Darreh Talar sub-basin. Internal and external factors were studied and evaluated to determine the region’s tourism strengths, weaknesses, opportunities, and threats. The evaluation of external factors (EFE) indicated that “the increasing willingness of the private sector to participate in tourism-related plans and programs” and “financial incentives and long-term government loans for private sector investment” were the most significant opportunities for tourism development in this basin. In contrast, “the increasing unemployed population despite the region’s tourism potential” represented the most important threat according to respondents. The evaluation of internal factors highlighted that “the presence of beautiful natural attractions with a rare landscape, including waterfalls, forests, mountains, dense green cover, and access to the Zingalo Height”, was the most important strength of the tourism industry in this sub-area. However, “the lack of tourism infrastructure and weak management in tourism projects in the Savadkouh region” was identified as the most important weakness. Savadkouh City contains numerous natural, historical, cultural, and man-made attractions that make it suitable for tourism development. Identifying and prioritizing tourism strategies in this region can play an important role in creating employment and improving economic conditions. The EFE matrix once again confirmed the significance of private sector participation and government financial support as major opportunities, while the challenge of rising unemployment remained a major threat to sustainable tourism growth. This study shows that the Zebh-Darreh sub-basin holds significant potential for tourism expansion through proper planning and strategic decision-making. However, attention must be paid to weaknesses, especially the lack of infrastructure and managerial deficiencies, which could limit development if not addressed. Conclusion: Savadkouh City has abundant tourism attractions, including natural, historical, cultural, and man-made resources. Identifying and prioritizing strategic tourism programs will play an essential role in job creation and local economic development. It is hoped that relevant authorities will focus on the vision and goals of the tourism sector and, through precise foresight and planning, contribute to the expansion of the region’s economy. According to the results obtained from the TOPSIS method, “the presence of beautiful natural attractions along with a rare landscape, such as waterfalls, forests, mountains, dense green vegetation, and access to the high Zingalu mountain”, has the highest priority and represents the most significant strength of Zebh-Darreh. In terms of weaknesses, the lack of tourism infrastructure and poor management in the Savadkouh region are more prominently observed and require immediate attention. Tourism development, especially in its early stages, requires substantial governmental support. Providing low-interest loans, tax exemptions, and establishing training workshops for entrepreneurs can significantly assist investors and local communities. Such support encourages economic participation, attracts new investors, and ensures more effective utilization of regional resources. If government agencies and local authorities prioritize these initiatives, the tourism sector in Zebh-Darreh and the broader Savadkouh region can experience meaningful and sustainable growth. Overall, the findings highlight that the Zebh-Darreh sub-basin, with its rich natural and cultural heritage, offers a strong foundation for tourism development. However, achieving this potential depends on strategic planning, strengthening infrastructure, improving management, and creating the necessary conditions for private sector involvement.
