عملیات آبخیزداری نقش مهمی در مدیریت خاک و منابع آب دارند. از سوی دیگر پیچیدگی‌های تکنیکی و مسائل اجتماعی پروژه‌های آبخیزداری، ارزیابی آن را مشکل کرده است. روش‌های کیفی و کمی اقتصادی و اجتماعی ارزیابی، دارای نقاط ضعف و قدرت هستند. ترکیب آن‌ها تا حدودی می‌تواند در حل مشکلات ارزیابی پروژه‌ها مؤثر واقع شود. این تحقیق به منظور ارزیابی اثرات اقتصادی- اجتماعی عملیات آبخیزداری و کسب نظرات بهره‌برداران نسبت به آن در حوزه حسن ابدال در استان زنجان انجام شده است. این پژوهش از نوع توصیفی-تحلیلی بوده است. جامعه آماری تحقیق حاضر را سرپرستان خانوارهای روستایی ساکن حوزه آبخیز حسن ابدال تشکیل دادند (205=N) که از این تعداد 162 نفر با استفاده از جدول مورگان به روش نمونه‌گیری تصادفی خوشه‌ای انتخاب شدند. برای جمع‌آوری اطلاعات میدانی، از پرسشنامه استفاده شد. از آزمون کای اسکوئر در محیط SPSS 20 و تحلیل اقتصادی نسبت سود به هزینه و ارزش خالص فعلی استفاده شد. از مهم‌ترین اثرات طرح می‌توان به کاهش تمایل به مهاجرت، کنترل سیل، افزایش حجم آب زیرزمینی، تبدیل دیم‌زارهای کمبازده به مرتع دست کاشت، افزایش محصولات زراعی و باغی، کاهش هزینه‌های آن اشاره کرد. اجرای طرح‌های آبخیزداری در این منطقه نتوانسته است بر روی سرمایه‌های اجتماعی روستا از قبیل افزایش مشارکت و اعتماد، افزایش سطح آگاهی و مهارت‌های مردم، افزایش درآمد، افزایش فرصت شغلی، افزایش پوشش گیاهی مؤثر باشد. عمر مفید این طرح بر اساس نظریه کارشناسان حدود 25 سال برآورد شده که با نرخ تنزیل 16 درصد و تحلیل هزینه فایده از داده‌های بهدست آمده در طی دوره، بزرگتر از یک بوده است. رقم 062/1 ارزش فعلی خالص، توجیه پذیربودن طرح را از نظر اقتصادی نشان می‌دهد.
